Reporting line: CEO: FinMark Trust
Qualifications: University bachelor’s degree, preferably in a relevant field such as management, commerce, or economics. A relevant post-graduate qualification would be desirable.
Experience: Extensive management and leadership experience at a senior level in policy formulation as well as in the consumer literacy and consumer protection areas. Financial sector experience in Africa or other developing markets would be ideal.
Prime purpose of the role:
The Theme Coordinator will have the responsibility to assist key stakeholders in creating a policy and regulatory environment that supports financial inclusion generally as well as the objectives of the Making Access Possible (MAP) project. The position also involves providing strategic support to the CEO across all areas of work at FinMark Trust.
Key performance areas:
• Develop and manage a strategy and business plan promoting financial inclusion through engagement with and by providing support to financial sector stakeholders, including regulators and policy makers in the SADC countries, inter alia in the development of appropriate policy and regulatory strategies and to catalyse collaborative efforts to expand the provision of financial services.
• Liaise with all FMT themes and partners (including the Financial Sector Deepening Trusts) to develop inter-sectoral synergy and promote collaboration, ensuring the maximum impact of these regional programmes.
• Manage the Making Access Possible (MAP) programme and ensure continued learning and shaping of the programme to further the financial inclusion agenda.
• Manage the Agricultural and Rural Finance programme and ensure continued learning and shaping of the programme to further the financial inclusion agenda.
• Coordinate activities across all theme areas at FinMark Trust in support of financial inclusion, and in consultation with various theme co-ordinators, identify areas for thought leadership and facilitate the effective packaging and communication of the emerging ideas and innovations.
• Stakeholder engagement including the convening policy forums and high level dialogues to promote regional financial inclusion and to create platforms for debate and information exchange of lessons learnt and international best practice.
• Commission, oversee and direct the research agenda for the theme and to play a leading role in the dissemination of all information generated (prepare Terms of Reference, commission and manage research projects, ensure quality and integrity of research projects, disseminate research findings to relevant stakeholders, manage budget and deliverables).
• Establish FinMark Trust as a key thought leader on financial inclusion, particularly on financial policy and regulation issues.
• Contribute to the body of knowledge on financial inclusion, bringing new insights to financial inclusion issues based on evidence.
• Engage proactively with relevant regulators and policy makers, financial inclusion organisations, donor organisations, private sector bodies nationally, regionally and internationally to promote and further the work of FinMark Trust.
• General responsibilities to the FinMark Trust Procurement Committee.
