FinMark Trust seeks a service provider for the drafting of Credit Regulations for the Consumer Credit Bill for the Kingdom of Swaziland
The overall objective of this project is to provide technical assistance to the Ministry of Finance and the Financial Services Regulatory Authority for the drafting of appropriate regulations for the Consumer Credit Bill in Swaziland.
FinMark’s objective in supporting the regulations to the Consumer Credit Bill is to ensure that the regulations support responsible access to credit which is crucial for financial inclusion. For these regulations to be sustainable, FinMark would like to ensure that the technical drafter works closely with FSRA to transfer knowledge and ensure that regulation supports the financial inclusion policy direction of FSRA.
The scope of this project is limited to providing technical assistance in the drafting of the regulations as it relates to the Consumer Credit Bill and the design and implementation of market surveys to inform the cost of credit. It does not include the re-drafting of the Consumer Credit Bill or any other related pieces of legislation.
The regulations will cover the following policy areas:
Licensing Requirements for credit providers, credit bureaux and credit counsellors
Consumer Credit Policy
Consumer Credit Agreements
Disclosure issues – Cost of credit
Conduct of credit bureaux
Conduct of credit counsellors
Compliance and Reporting
Reporting Forms
Proposals for the project should be submitted by 12 noon on 5 August 2014. Electronic proposals are required with one hard copy to be delivered to the Chief Operating Officer, Block A East, Central Park, 400 16th Road, Randjies Park, 1685.
