Across the Southern African Development Community (SADC) member states there is a focus on financial inclusion. Many countries have adopted strategies to increase access to financial products and services for the poor. Some SADC countries have also signed the Maya Declaration and made commitments to financial inclusion targets. FMT seeks to understand the extent to which countries in SADC have adopted formal strategies, policies and regulation in this regard. This study intends to assess the extent to which governments in SADC have created an enabling environment for financial inclusion through national strategies, policies and regulations. This study should describe the financial inclusion landscape across SADC member states and to highlight best practices in strategy, policy and regulations in the region.
The objective of the project is to conduct a scoping study and analysis of financial inclusion national strategies, related policies and regulations in each SADC member state. The purpose is to establish the extent to which the current strategies, policies and regulatory frameworks provide a conducive environment for financial inclusion. It should look at the type and level of advocacy support required to enable the policy and regulatory change identified in the analysis. Drawing from the scoping and analysis study the report should also identify best practices.
